BRIEF BIOGRAPHICAL INFORMATION

Was born on June 9, 1973 in Baku. Azerbaijanian. In 1980—1990 studied at the secondary school No. 7 named by Mamed Rahim. In 1990—1995 studied in the faculty of International law and international relations of Baku State University (BSU). In 1996 worked as an interpreter in the Department of International Relations of the Ministry of Youth and Sports of the Azerbaijan Republic. In 1996—2000 was a graduate student on specialty "Criminal Law" at the Institute of Philosophy and Law of the National Academy of Sciences of the Azerbaijan Republic. In 1998—2000 held a post of senior consultant in the Department of Constitutional-legal issues of the Constitutional Court of Azerbaijan Republic. In 2000—2002 was the teacher of Criminal law and criminology chair of BSU. In 2002—2003 was on service in military unit No. 506 of the Ministry of Defense of the Azerbaijan Republic. In 2003 received military education and the rank of lieutenant in the Training Center of Armed Forces of the Azerbaijan Republic. Since 2003 to the present holds the position of associate professor of Criminal law and criminology chair of BSU.

Married and has three children.

 

 

EDUCATION AND ACADEMIC DEGREES

In 1990 graduated from secondary school No. 7 named by Mamed Rahim with medal.

In 1995 graduated from the Faculty of International law and international relations of BSU on specialties of "international law specialist" and "interpreter-reviewer".

In 2000 finished postgraduate study on a speciality "Criminal law" of the Institute of Philosophy and Law of the National Academy of Sciences of the Azerbaijan Republic.

In 2000 defended his dissertation on "Problems of improving the penal norms about the responsibility for recidivism" in the Moscow State Law Academy.

In 2003 received military education and the rank of lieutenant at the Training Center of Armed Forces of the Azerbaijan Republic.

In 2003 received the rank of associate professor.

In 2004, January 27 his doctoral dissertation on "Problems of the multiplicity of crimes in the criminal legislation of Azerbaijan Republic and Russian Federation" was discussed at BSU, recommended for public defense and presented to the Supreme Attestation Commission (SAC).

 

 

PROFESSIONAL ACTIVITY

In 1996 worked as an interpreter in the Department of International Relations of the Ministry of Youth and Sports of the Azerbaijan Republic.

In 1996—2000 was a graduate student on specialty "Criminal Law" at the Institute of Philosophy and Law of the National Academy of Sciences of the Azerbaijan Republic.

In 1998—2000 held a post of senior consultant in the Department of Constitutional-legal issues of the Constitutional Court of Azerbaijan Republic.

In 2000—2002 was the teacher of Criminal law and criminology chair of BSU.

Since 2003 to the present holds the position of associate professor of Criminal law and criminology chair of BSU.

IMPORTANT ACHIEVEMENTS

1. Dissertation on "Problems of improving the penal norms about the responsibility for recidivism", which was defended by I.B.Agayev in 2000 at the Moscow State Law Academy, was highly appreciated by Academy authorities and Rector of the Academy, academician O.E.Kutafin presented to I.B.Agayev "Diploma of the Honorary Doctor of Moscow State Law Academy", which was awarded to the President of Azerbaijan Republic Heydar Aliyev.

2. I.B.Agayev lectures at Law faculty in 3 languages​​: azerbaijan, russian and english languages on 7 subjects.

3. I.B.Agayev is the author of 10 books on different problems of criminal and criminal-executive law in total 310 quires, including 5 textbooks, 2 educational-books and 3 monographs.

4. I.B.Agayev’s about 30 articles were published in foreign prestigious scientific journals.

5. Textbooks on Azerbaijan sector "Criminal-executive law of Azerbaijan Republic. General part" and "Criminal-executive law of Azerbaijan Republic. Special part" for the first time in history of the jurisprudence of Azerbaijan were written by I.B.Agayev.

6. Textbook on Russian sector "Criminal law of Azerbaijan Republic" for the first time in history of the jurisprudence of Azerbaijan was written by I.B.Agayev.

7. Textbook on Russian sector "Criminal-executive law" for the first time in history of the jurisprudence of Azerbaijan was written by I.B.Agayev.

8. Textbook on Azerbaijan sector "Criminal law of Azerbaijan Republic. General and Special parts" for the first time in history of the jurisprudence of Azerbaijan was written by I.B.Agayev.

9. By I.B.Agayev’s proposition, by Federal Statute of December 8, 2003 "repeated crimes" was excluded from articles of the Criminal Code of Russian Federation as the circumstance aggravating punishment.

10. By I.B.Agayev’s proposition, by Federal Statute of December 8, 2003 into the Criminal Code of the Russian Federation was introduced provision on responsibility of persons for each committed act, who have repeatedly committed crimes.
