BRIEF BIOGRAFICAL INFORMATION
  • Born on April 4, 1973, in the Nuvadi village of Mehri region of the Western Azerbaijan (former Armenian SSR).
  • From 1979 to 1989 studied at secondary school of Nuvadi village of Mehri region.
  • From 1989 to 1994 studied at the Law Faculty of Baku State University (BSU).
  • From 1997 works as lecturer, senior lecturer, associate professor and professor at BSU.
  • From 2011 holds the post of the Dean of Law Faculty of BSU.
  • Member of New Azerbaijan Party.
  • Married, has three children.

EDUCATION, SCIENTIFIC DEGREES AND SCIENTIFIC RANKS
  • From 1989 to 1994 studied at the Law Faculty of Baku State University.
  • In 2003 defended a thesis on “Legal Status of Foreigners in the Republic of Azerbaijan and International Law” and achieved the degree of PhD. In 2007 defended a thesis on “International-Legal Regulation of Status of Foreigners and Stateless Persons: Theory and Practice” and achieved the degree of Doctor of Laws.
  • In 2012 was awarded the academic title of Professor by the Decision of High Attestation Commission under the President of the Republic of Azerbaijan.

WORK ACTIVITY
  • 1997-2006, lecturer, senior lecturer and associate professor at the Department of “International Law and State Law of Foreign Countries” of BSU;
  • 2006-2009, Associate Professor of the newly established Department of “Private International Law and European Law” of BSU;
  • 2009-2013, Professor of the Department of “Private International Law and European Law” of BSU;
  • 2006-2011, Vice Dean for Science of the Faculty of “International Relations and International Law” of BSU;
  • 2011, Head of the Department of “Private International Law and European Law” BSU;
  • May, 2011 – to the present, Dean of Law Faculty of BSU;
  • 2013 – to the present, Head of the “UNESCO Department on Human Rights and Information Law” of BSU;
  • 2012 – to the present, Chairman of FD.02.013 Permanent Dissertation Council attached to Baku State University;
  • At the same time, he is a member of Republic Specialty Commission on Attorneys and deputy of the Editor-in-Chief of the Scientific-Analytic Journal of “Problems of International law and Integration” released by BSU. Besides, during 2007-2011 he was a Member of Expert Council on “Law Sciences” of High Attestation Commission under the Administration of the President of the Republic of Azerbaijan.
  • Under his scientific supervision 40 PhD and 3 Doctor of Laws dissertations has been defended. On the initiative of A.I.Aliyev a new Department – UNESCO Department on Human Rights and Information Law has been established at BSU, as well as some LL.M. specializations in English and Azeri languages have been formed (Maritime and Energy Law, Human Rights, Transnational Criminal Law, European Law, Information Law, Tourist Law, Medical Law, Sports Law, Intellectual Property Law).
  • His book “Azerbaijan in the target of international crimes: legal analysis”, published in Azeri, English, French, Russian and Turkish languages, was presented in Baku, Paris and Istanbul with the participation of foreign scholars.
