She was born on November 10, 1957 in the Dashsalahly village of the Gazakh district.
She has studied in the Dashsalahly village in secondary school in 1964-1974.
She has studied in the law faculty of the university of Azerbaijan State named after S.M.Kirov in 1976-1981.
Turkmenistan has worked SSR as young specialist in the Nebet-Daq city in 1981-1987.
She has received Tiflis candidate of law sciences academic degree of the upbringing of the children in the State University, family defending the Ph.D. thesis in the subject of legal and social problems in 1996. But she has defended the doctoral thesis in the same university in subject in 2003 and diploma of doctor of law sciences received in 2003 according to this doctoral thesis have been nostrifikasiya the Supreme Attestation Commission under the President of Azerbaijan Republic on June 27, 2008 from by.
