CRIMINAL LAW & CRIMINALOGY

The faculty of criminal law has been created in 1927. From 2007 year the faculty continues the successful activity under the name " Criminal law and criminalogy ".
Such outstanding scientists and teachers took part in creation and work of faculty in various years as N.N.Polyansky, M.D.Durmanov, A.R.Gyunter, V.P.Kagramanov, B.Gashimzade, I.P.Mamedov, T.M.Kafarov, M.Alieva, K.G.Sulejmanov, T.E.Karaev, V.V.Rosipashvili, etc.
From 1995 year on present time over faculty the doctor of jurisprudence,professor F.Y.Samandarov's supervises. Prof. F.Y.Samandarov is the author of many textbooks, educational with-бth, monographies on criminal law, by it is published over 100 scientific articles in various of, including abroad. Under a scientific management prof. by F.Y.Samandarov it is protected over 30 candidate and 3 theses for a doctor's degree. Conclusions and positions of scientific researches of F.Y.Samandarova promoted progressive development of the criminal legislation and to conformity to its international standards, and also have found wide application at practical application the criminal law. A special merit prof. F.Y.Samandarova consists in preparation and acceptance of the new Criminal code of the Azerbaijan Republic 1999г.
Prof. F.Y.Samandarov from 1995 year is a member of the Commission on legal reforms at the President of the Azerbaijan Republic, a member of Scientific and advisory Advice at the Supreme Court, a member of scientifically-methodical Advice at the State Office of Public Prosecutor Azerbaijan republic-faces. prof. F.Y.Samandarov is chairman of a department " the State and the right " Scientifically-methodical Advice at the Ministry of Education of the Azerbaijan Republic, many years also headed created at BSU Dissertational Advice on award of a scientific degree candidate jurisprudence.
The personal staff of faculty consists of 13 employees from whom two borrow posts of professors (dr.l.s. F.Y.Samandarov, dr.l.s. M.N.Imanli), seven - senior lecturers (c.l.s. R.I.Kuliev, c.l.s. R.A.Shamsizade, c.l.s. M.N.Bajramova, c.l.s. I.B.Agaev, c.l.s. K.O.Nazarova, c.l.s. S.T.Samedova, c.l.s. D.M.Kuliev), one - the teacher (c.l.s. A.G.Kerimli), one - 0,5 staffs of the teacher (c.l.s. S.N.Rzaeva), one - the senior laboratorian (I.A.Rakhmanova), one - the laboratorian (A.T.Musaeva) of faculty. Except for them on faculty cooperate in combination on 0,5 staffs one teacher (c.l.s. N.N.Khudiev), and also four - as teachers on hour payment (M.G.Gumbatov, c.l.s. E.M.Efendiev, c.l.s. A.N.Muradov, c.l.s. A.K.Ejvazov).
Employees of faculty of criminal law and criminalogy regularly take part in sessions of the Constitutional Court, the Supreme Court of the Azerbaijan Republic, in the scientifically-practical seminars spent by the State Office of Public Prosecutor of the Azerbaijan Republic, and also participate in work of a department of administrative and military legislation Milli Medzhlis of the Azerbaijan Republic on preparation of projects of laws.

Similarly to other higher educational institutions of leading foreign countries the faculty of criminal law and criminalogy BSU carries out the activity in two directions:
1) Development of a science of criminal law, carrying out of research works;
2) The organization of educational process in view of achievements of various branches of a science.

Scientific direction of activity of department:
• Problem questions of a crime and punishment
• Improvement of the criminal legislation;
• Preparation of the scientific staff in the field of criminal law.

The general academic load of faculty:
2004/2005 - 1161 hours;
2005/2006 - 1186 hours;
2006/2007 - 9180 hours;
2007/2008 - 1222 hours;
2008/2009 academic year - 6695 hours.
