Manuals of faculty
Alongside with the decision of a personnel question, other problem facing faculty was creation of a material resources of educational process. Creation of textbooks and manuals on the native language was the major problem. Position became complicated absence in republic of the educational literature in the Azerbaijan language. Complexity, however, consisted not in that, can or employees of faculty cannot create textbooks. All legal literature was created by scientists-jurists of Moscow in Russian, and it was authorized to translate them only. There was an informal interdiction on creation of the educational literature on the native language local scientists. Students had to acquire a complex teaching material on lectures and notes teachers.
Proceeding from it creation of a material resources-educational of faculty covering subjects for improvement of educational process, became the primary goal of activity of faculty. In conditions don’t let for printing the educational literature on the native language it is necessary to note merits prof. M.F.Malikova Such as, the edition for the first time in the Azerbaijan language of the textbook on " Theories of the state and the right " (two editions of 1979 and 1988 year), written to 1984 year in the co-authorship with c.l.s. assist.prof. E.R.Bajramov the monography " History of political and legal theories of Azerbaijan ", manuals " Gradual transition of functions of the Soviet state bodies to public organizations " (1961), and " the Soviet legality and application of norms of the right " (1969), " the Legal encyclopaedic dictionary " the editor-in-chief and the author more 80-ти clauses which also is prof. M.F.Melikova. Alongside with it the faculty paid attention and to translation of textbooks of the made scientists of Moscow, in 1977 year faculty was realization translation 2-nd parts of the textbook " History of the state and the right of the USSR " (under edit. prof. O.I.Chistyakova of M. 1971).
After restoration of independence by Azerbaijan employees of faculty have widely started preparation and a press of textbooks and manuals on a national language. At the present stage employees of faculty, paid special attention to research of problems of the theory of the state and the right, history of the state and the right of Azerbaijan, research of political and legal doctrines of the Azerbaijan thinkers, practical and theoretical questions it is international-rules of law in the legislation of Azerbaijan have prepared and from afar new textbooks.

Last ten years the faculty has achieved that textbooks have been prepared and published, manuals, methodical instructions and programs practically in all subjects, teaching department on a bachelor degree. For acceleration of process on maintenance of students of the educational literature on the native language the faculty has organized translation of textbooks of the prepared scientists of Moscow. For today preparation of books and textbooks for persons trained in a magistr is conducted. In this connection books and brochures have been prepared and published, and the faculty continues work in this direction.

The translated textbooks: 1) the Theory of the state and the right (under edit. prof. V.V.Lazarev, m. 2004); 2) History of political and legal doctrines (under edit. Prof. O.E.Lejsta, 2006), (has translated Since Zeinalova, the teacher and the senior laboratorian of faculty).

Now prof. M.F.Melikova, c.l.s, and. Senior lecturer K.V.Talybova and c.l.s., assist.prof. E.G.Nabiev prepares for printing the textbook " Comparative jurisprudence " for trained in a magistracy.
Textbooks " History of the state and the right of foreign countries " and " History of the modern state and the right " for the first time written to republic M.F. Malikova both E.G.Nabiev consider an establishment and development of the state and the right of the various countries, covering comprehensive investigation of diverse historical processes and political events.
The textbook in a subject " History of the state and the right of Azerbaijan " for the first time in republic has been written to KH.D.Ismailov. In the textbook are considered it is state the-legal processes which are taken place in Azerbaijan since the ancient period about one todays. The textbook has two sections. The first section covers the period since ancient times prior to the beginning of XX century, the second from beginning XX of a century till the modern period.
