BOYUKAGHA HUSEYNOV
He had been a chairman in the Supreme Court of USSR Azerbaijan. Boyukagha Huseyn Huseynov was born in Baku, in 1911. After graduating the secondary school in 1930, entered the law faculty of Azerbaijan State University and in 1934 he graduated the law faculty of Azerbaijan People Agriculture Institute named after K.Marcs with honors diploma. In 1934-1937 years he was post-graduate student of the same institute and at the same time, worked as a chief-teacher in the chair of Civic rights and Soviet State rights. In the beginning 1937 Boyukagha Huseynov was appointed to the post of dean of the law faculty. He had been a member of the Supreme Court of Azerbaijan USSR, a chairman of board of criminal-court, a deputy of a chairman of the Supreme Court, a chairman of the Supreme Court from January, 1939 to June and a board member of Justice Commissariat of People. In 1939-1942 years, a head of the chair of the State law of Azerbaijan State University and an editor of “Socialist legality” magazine of the Ministry of Justice of USSR. He participated in the getting ready of dictionary including a huge amount of juridical terms. He had been author of a deal of scientific-pedagogical and publicist articles and works. In 1943 he was sent to war, in 1946 was in the army. He worked in Azerbaijan State University and Azerbaijan People Agriculture Institute in the position of senior lecturer and a director of the chair. He was candidate of history sciences.
ALISOLTAN QULIYEV
He had been a chairman of the Supreme Court of Azerbaijan USSR from July 12, 1939 to 16th of August, 1941. Alisoltan Yarali Quliyev was born in 1901 in the village called Digah of Quba region. In 1925-1926 years he worked in the position of secretary of Digah in the soviet of the village. In 1926-1929 years he had been a student of the Transcaucasia Communist University and Party school of the Republic. After finishing education, he was appointed a teacher to Baku Party School and in 1932-1933 years had been engaged with pedagogical activities. In 19343-1934 years He had been a student of Marcs-Engels-Lenin Institute (MELI) in Baku. Connected with the appointment to the post of a director of People’s Education Department of Quba region, Alisoltan Quliyev left his education in MELI unfinished and in 1934-1935 years worked in the same post. In 1935-1937 years he continued his education in MELI in Baku. Going forward into the party affairs Alisoltan Quliyev was appointed to the position of the first secretary of the party committee in Quba and in 1937-1938 years he worked in the same position. In 1940 he entered the law faculty of Baku State University and in 1942 he graduated the same faculty with the method of extern. In 1939, on July 5th Alisoltan Quliyev was appointed a chairman of the Supreme Court of Azerbaijan USSR and had worked in that position since August, 1941. After getting free from the post of chairman of the Supreme Court of Azerbaijan USSR, in 1941-1942 years he had been a head of the office of People’s Enlightenment Commissariat of Azerbaijan. During the Great Patriotic War – in 1942 he had been gone forward into party affair once again and appointed a secretary of the Committee of Shamkhor region K(b)P of Azerbaijan. In 1948-1951 years he studied post-graduate course of Azerbaijan State University. While studying in the post-graduate course he was appointed a director of “Bashqand” trust of the Republic in 1950 and in the beginning of 1952 he worked in the same position. He had worked as a teacher in the chair of Marxism-Leninism of Azerbaijan State University.
HUSEYN ALAKBAROV
he had been a chairman of the Supreme Court of Azerbaijan USSR until 16th of July, 1946 to 11th of August, 1948. Huseyn Khalil alakbarov was born in Ganja in 1913. After finishing 7 yearly school of Ganja city, in 1928-1930 years studied at technical school in Ganja. In 1930-1931 years worked in the trade union organization, he had been responsible secretary of administrative committee of the region Dastafur (present Dashkasan). In 1931 entered the law faculty of Azerbaijan People’s Agriculture Institute and in 1935 graduated the same faculty. In 1935-1937 years worked as a People’s Judge in Yevlakh region, 1937-1946 years was a member of the Supreme Court of Azerbaijan USSR. In 1946-1948 years worked in the position of a chairman of the Supreme Court of Azerbaijan USSR.
MAHARRAM HUSEYNOV
He had been a chairman of the Supreme Court of Azerbaijan USSR until 13th of April, 1951 to 12th of March, 1957. Maharram Huseynov was born in the village Qarajamirli of Shamkir (former Shamkhor) region in 1915. He graduated the law faculty of Azerbaijan People’s Agriculture Institute named after K. March in 1938.
In 1937 he worked in the position of a secretary of law-court board under criminal cases of the Supreme Court of Azerbaijan USSR, in 1948 as a secretary in the Ministry of Justice of Azerbaijan USSR, in 1938-1941 years People’s Judge of the first circle of Shamkir region. He was elected a member of the Supreme Court of Azerbaijan USSR in 1941.
In 1941-1945 years he worked a chairman of the Supreme Court of Nakhchivan ASSR. After realing from that post in 1945 he carried out a post of a chairman of Guidance Staff of Lawyers board of the Republic for a short term. Within 1945-1951 years he was a deputy of the Ministry of Justice of Azerbaijan USSR.
In 1951, on April 10th he was appointed to the post of a chairman of the Supreme Court of Azerbaijan USSR and worked in the same position until 12th of March, 1957.
Connected with the holding new elections to the Supreme Court of Azerbaijan USSR, Maharram Huseynov released from the post of a chairman of the Supreme Court of Azerbaijan USSR. The same time, he was chosen a member of the Supreme Court, affirmed to the position of a chairman of the Supreme Court and worked in the same position until 1962, 17th of March. Then Maharram Huseynov worked in different responsible posts until 1st of September, 1971.
SANAN MUSAYEV
In 1957-1962 years he had been a chairman of the Supreme Court of Azerbaijan USSR. Sanan Huseynovich Musayev was born in the family of teacher in 1923 in Qusar. After finishing the secondary school worked in the plant 1941-1942 years, in 1942-1944 years he participated in the Great Patriotic War. In 1944 he entered the law faculty of Azerbaijan State University and in 1949 graduated it. In 1949-1951 years worked in the position of chair-teacher of a department of scientific book and civic rights. Sanan Musayev had been a leader of a lecturer group of KP MK of Azerbaijan, in 1952-1954 years a director of a publicity and agitation department in the Committee of the City Baku of Azerbaijan Kp. In 1954-57 years worked in the post of the deputy of the Prosecutor of Azerbaijan Republic, in 1957-1962 years a chairman of the Supreme Court of Azerbaijan USSR, in 1974-1980 years a chairman of People’s Court of Narimanov region of Baku. In 1962-1974 years Sanan Musayev worked in the post of a director deputy in Azerbaijan Scientific-Research Legal Expertise Institute. He was elected a deputy to Baku Soviet, Baku Regional Soviet, Narimanov region Soviet more than once. Sanan Musayev is an author of a number of scientific articles and magazines in the field of organization and methods of legal expertise. His scientific articles were published in Baku, Moscow, Hungary and other countries. Sanan Musayev was a participant of the Great Patriotic War, was rewarded with several medals.
IBRAHIM ISMAYILOV
In 1980-1986 years had been a chairman of the Supreme Court of Azerbaijan USSR. Ibrahim Isa Ismayilov was born in Nakhchivan in 1921. He entered tuition by correspondence All-Union High Right Institute and graduated it in 1948. Ibrahim Ismayilov in 1939-1941 years had been a secretary of the procurator’s office of affairs of Nakhchivan ASSR, in 1943-1948 years an assistant of public prosecutor in the procurator’s office of Nakhchivan ASSR and a deputy of the Autonomous Republic. In 1948-1962 years worked in the posts of a head of the Investigation department in the system of the procurator’s office of Azerbaijan USSR, public prosecutor of Ganja region, prosecutor of the Republic, an assistant of prosecutor of Republic, a deputy of prosecutor of Azerbaijan USSR and a prosecutor of Baku city Narimanov region. In 1962-1980 years worked in the posts of a member of the Supreme Court of Azerbaijan USSR, a head of the office of the law-court office of the Ministry of Justice of Republic, a head of Baku Law-Court. He had worked in the post of a chairman of the Supreme Court of Azerbaijan USSR until 1980 to 1986. He had been a chairman of the law office in the State Agrarian-Industry Unity in 1987-1989 years. In 1989-1992 years worked as a senior lecturer of the law faculty of Azerbaijan State University. He has been a professor of Azerbaijan Pedagogical University since 1992. Also, he worked as a director deputy under teaching affairs in the Law training center. He is a doctor of law sciences. In 1976 connected with the decree of High Soviet of Azerbaijan USSR he was awarded an honorary title “Honored lawyer”. He was rewarded with 1st and 2nd grade orders of “Great Patriotic War” and “Nation’s friendship”, also rewarded with several medals.
HUSEYN TALIBOV
He had been a chairman of the Supreme Court of Azerbaijan USSR until May of 1987 to June of 1992.
Huseyn Heydar Talibov was born in Ganja in 1992. He studied in the Law faculty of Baku State University in 1958-1963 years. In 1963-1964 years he had been a probationer in Baku Sabail region People’s Court. In 1964-1965 years he had been a People’s judge of the People’s Court of Khanlar region, in 1965-1970 years Qakh region, in 1970-1971 years Zaqatala region.
In 1971-1986 years he had been a member of the Supreme Court of Azerbaijan USSR, a deputy of the chairman and the first deputy of the chairman, in 1987-1992 years a chairman of the Supreme Court of Azerbaijan Republic.
He had worked a chairman of the law-court of Sumgait city until 1992 to 28th of August, 2000. He has been a judge of Appeal Court of Azerbaijan Republic since 2000, 28th of August. He is a candidate of law sciences. In 1986 according to the decree of the USSR Higher Soviet he was rewarded with the order of “Honor sign”.
TAHIR KARIMLI
He had been a chairman of the Supreme Court of Azerbaijan Republic until 2nd of July, 1992 to 29th of July, 1993.
Tahir Zayidagha Karimli was born in Aghsu, 1956. He worked a law-court meeting secretary in the People’s Court in Aghsu, acting People’s Judge and People’s assessor in 1982-1987 years.
In 1983 he graduated the law faculty of Azerbaijan State University, in 1987 was chosen a People’s judge of Ismayilli region, and had worked in this position until 1990. He had been a deputy of Higher Soviet of Azerbaijan Republic in 1990-1995 years. In July, 1992 was appointed a chairman of the Supreme Court of Azerbaijan Republic.
On July 29, 1993 he was dismissed from his position earlier than expected due to the decision of Milly Majlis of Azerbaijan Republic.
KHANLAR HAJIYEV
He had been a chairman of the Supreme Court of Azerbaijan Republic until 29th of July, 1993 to 16th of July 1998. Khanlar Irshad-Faiq Hajiyev was born in Ganja, 1956. He studied the Law faculty of Azerbaijan State University in 1973-1978 years and graduating that faculty got lawyer specialty. In 1978-1980 years worked in the Philosophy and Law Institute of AS of Azerbaijan, in 1980-1983 years was a post-graduate student of Moscow State University named after M.Lomonosov. In 1983-1985 years had been an adviser of RSFRS Supreme Court, in 1988-1990 years a chief-adviser of the USSR Supreme Court, within 1985-1988 years a department-editor of magazine “Sovetskaya yustiya”. In 1990-1993 years worked as a member of the Supreme Court of Azerbaijan Republic, the first deputy of the chairman of the Supreme Court. In July, 1993 he was chosen to the post of a chairman of the Supreme Court with the decision of Milly Majlis of Azerbaijan Republic and had worked in the same post until July of 1998. He has been a member of state committee and law reform committee making the project of Constitution in 1995. He is the member of Law-Court Council the President of Azerbaijan Republic. He had worked in the post of a chairman of the Constitution Court of Azerbaijan Republic until July of 1988 to May of 2003. Council of the European Parliament affirmed Khanlar Huseynov a Judge of European Court under Human Rights from Azerbaijan Republic in April, 2003. According to the order of the President of Azerbaijan Republic in 2003 he was appointed a representative of Azerbaijan Republic in the European Committee struggle for democracy by means of Law. He is a doctor of Law sciences.
SUDABA HASANOVA
She had been a chairwoman of the Supreme Court of Azerbaijan Republic until 2000 to 2005. Sudaba Jamshid Hasanova was born in 1947 in Sharur region of Nakhchivan ASSR. She graduated the law faculty of Azerbaijan Republic in 1971. She worked as an adviser in the law-court organs of the Ministry of Justice of Azerbaijan USSR in 1971-1973 years. In 1973 she was chosen a people’s judge of Baku Kirov region and had worked in this position until 1979. In 1979 Sudaba Hasanova was chosen a member of Baku Law-Court and its Guidance staff. 1980, on March 27 Sudaba Hasanova was chosen a member of the Supreme Court of Azerbaijan USSR and its Guidance staff. She was affirmed a chairwoman of discipline board of the Supreme Court. In 1980 Sudaba Hasanova was appointed to the post of instructor to the administrative organs department of Azerbaijan KP MK and had worked there until 1987. She was appointed to the post of the first deputy of the Ministry of Justice of Azerbaijan Republic in April, 1992, had worked in this post until summer of 1992, then without any reasons she was dismissed from her position. In November, 1993 was restored to the previous position once again. In 1995-1998 years carried out the post of the Ministry of Justice of Azerbaijan Republic. On January 10, 1998 appointed the Ministry of Justice of Azerbaijan Republic and had worked in the same post until 18th of April, 2000. She has been a chairwoman of Law-Court Council near by President of Azerbaijan Republic. She has been a member of State Commission, law reform commission of republic, appeal, education, health and other commissions of making the Constitution project of Azerbaijan Republic, a chief-editor of magazine “Qanunchuluq”. She is a chief-editor of bulletin of the Supreme Court of Azerbaijan Republic. In 2000-2005 years had been a chairwoman of the Supreme Court of Azerbaijan Republic. In 1998, Sudaba Hasanova was given the 2nd grade title of State Justice counselor by order of the President of Azerbaijan Republic.
GULZAR RZAYEVA
She had been an acting chairwoman of the Supreme Court of Azerbaijan Republic from July 16, 1998 to April 18, 2000. Gukzar Latif Rzayeva was born in the village Samadabad of Yevlakh region in 1950, finished secondary school in 1966. She entered the Law faculty of BSU in 1968 and in 1973 graduated it. In 1973-1977 years worked an advocate in Baku legal office advice no 1, in 1977-1981 years an assistant of prosecutorin the region Azizbayov of Baku city. In 1981-1985 years a people’s judge of people’s court in Azizbayov region, in 1985-1987 years was a chairwoman of the same court. She had been a chairman’s deputy of the Supreme Court of Azerbaijan Republic, a chairwoman of the court board under civic affairs from May 21, 1987 to July 16, 1998. She carried out the post a chairwoman of the Supreme Court of Azerbaijan Republic from July 16, 1998 to April 18, 2000. She is a member of Law-Court Council near by President of Azerbaijan Republic. She had worked a chairwoman of Appeal Court of Azerbaijan Republic from April 19, 2000 to 2007.
RAMIZ RZAYEV
He has been a chairman of the Supreme Court of Azerbaijan Republic since April 19, 2005. Ramiz Yaqub Rzayev was born on February 25, 1953. He entered the Law faculty of BSU in 1971 and in 1977 graduated it. In 1977-1979 years had been in the military service. In 1979-1981 years worked an inspector in Narimanov region procurator’s office of Baku, in 1981-1991 years a chief –inspector in the Investigation office of Baku procurator’s office, in 1983-1991 years an inspector under a special urgent affairs near by procurator-general of Azerbaijan Republic, 1991-1992 years a procurator-great under a special urgent affairs of investigation department near by procurator-general of Azerbaijan Republic, in 1992-1993 years a prosecutor of Davachi region, in 1993-1995 years a prosecutor of Beylagan region. in 1995-2000 years a Military Prosecutor of Azerbaijan Republic, in 2000-2005 years the first deputy of Prosecutor-General of Azerbaijan Republic. On April 19, 2005 was appointed a chairman of the Supreme Court of Azerbaijan Republic and has been working in this position up to now. State Justice Counselor of the third grade. He was rewarded with order of “Azerbaijan flag” and emblem of “Honorary worker of Procurator”.
SONA SALMANOVA
Sona Sadıkh Salmanova was born in Spitak region of the West Azerbaijan on May 12, 1956. She finished secondary school in Ganja in 1973, graduated the Law faculty of Azerbaijan state University in 1979, a courses for improving judge’s qualification in Moscow in 1984, passed probation in the Supreme Court of USSR in 1988. She worked in the post of a law-court meeting secretary in the Court of Baku city in 1979-1980 years, a secretary of the Supreme Court Plenum of Azerbaijan Republic in 1980-1983 years, a director of Guidance Staff of the Supreme Court and Plenum secretariat. In 1983-1998 years a judge of the Supreme Court of Azerbaijan Republic. On July 14, 1998 was appointed to the post of a judge of Constitution Court of Azerbaijan Republic connected with the decision of Milly Majlis of Azerbaijan Republic. According to the order of the President of Azerbaijan republic dated on December 16, 2005 she was appointed a chairman’s deputy of Constitution Court of Azerbaijan Republic. She was awarded with the honorary title “Honored lawyer of Azerbaijan Republic” under 17th of August, 2006 dated order of the President of Azerbaijan Republic, due to working in the law-court organs of Azerbaijan Republic for a long time and for carrying out judge’s post exemplary.
VIDADI MIRKAMIL
Mirkamil Vidadi Mirjali was born in Ganja on December 25, 1954. He finished Ganja secondary school no 5, in 1972, the same year entered visual department of the law faculty of Azerbaijan State University and in 1977 graduated it with excellent marks. In 1978-2001 years he worked a chief-teacher of the law faculty, in 1990-1992 years a dean’s deputy of the law faculty. In 1992-2000 years he had been a chairman’s deputy of Economy Court of Azerbaijan Republic, a chairman of the board under agriculture arguments. In 2000, established “Arbitr” Law Company and was its president. He has been a chairman of International Arbitration Court of Azerbaijan since 2004. He is a Justice General.
He is an author of over 70 scientific articles and several legislative statements under civic law case, arbitration case, and trade rights. One of the authors of the books “Encyclopedia of Azerbaijan law”, “Trade rights”, Practical work under trade rights”, “Azerbaijan law education”, “Scientific-practical comment of Civic-Trial Code of Azerbaijan Republic”, “Explanation of Family’s Code”, “Tests for judge candidates”, an editor and one of the authors of “International Arbitration. Legislative power and comments”, a scientific editor of book and one of the authors of “Contract right: comments and examples”, a head of the project and one of the authors of “Arbitration process”, “Arbitration agreement”.
IKRAM KARIMOV
Ikram Heydar Karimov was born in Kurdamir, 1942. He graduated the law faculty of Azerbaijan State University, from that year to 1987 had been working in different posts of procurator organs – an investigator, an investigator under urgent affairs, prosecutor of Baku Azizbayov region, the first deputy of Baku prosecutor. In 1987-2000 years a chairman of city court of Baku, in 2000-2007 years a chairman of Military court under criminal villainy of Azerbaijan Republic. He has been a chairman of Sumgait Appeal Court of Azerbaijan Republic since 2007. He is a Chief Justice counselor, judge of the 1st specialty grade. During the working period he was rewarded with orders and medals, honorary orders, his name was written to the book of the procurator’s honorary investigators, his experience under interrogating criminal case was known on an alliance and state scale. He had been a chairman of State Examination Commission of the Law faculty of Baku State University over and again.
AZAR TAGHIYEV
He has been a chairman of Guidance Staff of College of Barristers of Azerbaijan Republic since 1995. Azar Jabir Taghiyev was born in Shaki on April, 1948. After finishing secondary school worked as a worker, in 1967 entered the law faculty of Azerbaijan State University, in 1973 graduated it. Besides education, he worked in Scientific-Research Court Expert Institute next to the Ministry of Justice. In 1973-1974 years he had been in military service. In 1974 Azar Taghiyev was accepted a member of Azerbaijan College of Barristers and began his barrister activities. In 1980 was appointed a director to 14 numbered legal advice offices and a member of Guidance Staff of Barrister’s College of Azerbaijan. In 1989-1991 years he had been a secretary of USSR Barrister’s Union. In 1987-1995 years he worked a chairman’s deputy of Guidance Staff of Azerbaijan Barrister’s College; in 1995 he was chosen a chairman of Guidance Staff of Azerbaijan Barrister’s College and carrying on this responsible post up to now. Azar Taghiyev participated actively in the making of new legislative power as a member of Commission of Law-Court Reform near by the President of Azerbaijan Republic, at the same time he is a member of Higher Council of International Barrister Union of member countries to Black Sea Economical Cooperation Organization. He has been a member of Central Election Committee of Azerbaijan Republic since 1998. Azar Taghiyev was rewarded with the emblem of the Supreme Court of Azerbaijan Republic due to his efficient activities. He was awarded with title of honorary law doctor connected with the defense of human rights according to the decision of Guidance Staff of Azerbaijan Barrister College.
SABIR RAZZAQOV
Sabir Yusif Razzaqov was born in the settlement Khilli of Salyan region on December 26, 1926. He entered the law faculty of Azerbaijan state University in 1948, graduated it with honors diploma in 1953. He worked an inspector in the court organs of the Ministry of Justice of Azerbaijan Republic in 1953-1957 years; in 1957 he was chosen a people’s judge to city people’s court of Kirov (present Binaqadi) region of Baku, a member of the Supreme Court of Azerbaijan Republic in 1962. He had been working in that post until to end of his life; he also had been a member of Guidance Staff of the Supreme Court since 1972, paid attention especially to forming of younger lawyers, increasing of their experience. When he was alive he established a school called “Sabir’s school”. In 1973 Sabir Razzaqov was awarded with honorary title “honored lawyer” connected with the decree of Guidance Staff of Higher Soviet of Azerbaijan USSR. He had been a supernumerary correspondent of magazine “State and law of Soviet” which was a scientific and theory organ of State and Law Institute of USSR academy of Sciences for a long time; he could demonstrate his high professionalism in that area. Forming of scientific-theoretical and practical activities of the Supreme Court of Azerbaijan USSR was connected with the working experience of Sabir Razzaqov for a long time. As a rule, making of the last version of decisions of the Supreme court Plenum of Azerbaijan USSR, also giving a reference to the decisions of the USSR Supreme Court Plenum was charged to him and as usual his decisions was completely accepted by USSR Supreme Court. Sabir Razzaqov was awarded with the honorary order of Guidance Staff of Higher Soviet of Azerbaijan USSR, the USSR Ministry of Justice and rewarded with the medal of “For selfless labor in Great Patriotic War”.
