HISTORY OF DEPARTMENTS THEORY OF STATE & LAW

The juridical education in Azerbaijan originates from Middle Ages. In the end XIII beginning of XIV centuries in darulfe of Tabriz special significance was attached to teaching of a science about the right (fikh). In this and the subsequent periods in Azerbaijan there was a set of visible jurists. Their part in the products addressed to questions of the theory and history of the right, and gave the comments on existing problems.
During the First Republic - the Azerbaijan Democratic Republic, as well as in all East, in Azerbaijan the question of development of a science constantly was the focus of attention, despite of heavy complexities of external and internal character, creation of scientific and educational establishments was realized as the major problem. The law of Parliament ADR on creation of the Baku State University from  1 st September 1919th year bright to volume an example. Creation and the beginning of activity of the Baku State University has opened ample opportunities for the juridical education. Among four faculties which were planned to be created originally at University, there was also a faculty of law. Shortage of the national staff, complexities with purchase of the educational literature on the native language, simultaneously with shortage of financial assets for creation of material base simultaneously for four faculties, have led to what to begin the activity became possible only to two faculties - history-philological and medical.
Created in 1928 year on the basis of legal branch of faculty of oriental studies, the faculty of law became a unique scientific institute-educational in republic giving the maximum juridical education. For that small time which has passed from the moment of creation, the faculty of law began to be allocated with the scientific potential not only at the Baku State University (at this time Already Azerbaijan State University of name С.М. Kirov), but also among faculties of law of the adjacent countries.
The faculty of the Theory and history of the state and the right was among leading faculties which organization was provided at creation of a faculty of law. The dean of faculty prof. L.Michel besides has been selected by manager of this faculty. The decision on teaching on faculty of the subjects directly connected with theoretical and historical problems of the state and the right was accepted. Despite of it, owing to impossibility of high-grade functioning (shortage of the staff and the educational literature), the faculty of the theory and history of the state and the right has been incorporated with faculty of state law.
Having separated from faculty of state law in 1968 year, the faculty of the theory and history of the state and the right of the beginning independently to function. Corresponding member НАНА, the doctor of jurisprudence, the professor, the deserved lawyer of the Azerbaijan Republic M.F supervises over faculty from the moment of its basis. Мelikova. Activity as independent scientific unit BSU has served as the reason of improvement of training for scientific disciplines in sphere of the theory and history of the state and the right, and increase of efficiency of scientific researches in this sphere.
The faculty has carried out the important actions for satisfaction of need for the scientific staff and improvement of quality of teaching of corresponding disciplines.
For the period of creation into structure of faculty entered prof. M.F.Melikova, assist.prof. A.Aliev, c.l.s., assist.prof. I.Tarigpejma, c.l.s., assist.prof. Century Gadzhiev, c.l.s. Century Раgimzаdеh, c.l.s., assist.prof. M.Altman. Gradually in staff of faculty there were changes, updatings. Attraction talented, inclined to a science and teaching activity of graduates of a faculty of law, such as E.R.Bajramov, S.A.Mirzoev, SH.M.Aliev, E.G.Nabiev, L.G.Gusejnov, D.M.Mamedov, etc., has given a new push of scientific and educational activity of faculty.
The faculty and in the subsequent with success continued activity in this direction. So, the introduction into structure of teachers of faculty of young talented lawyers testifies to constantly growing scientific potential of faculty. Among them especially it is necessary to note E.T.Gadirova, M.N.Samedova, K.V.Talibov, K.D.Ismailov, T.Z.Aliev, E.R.Gulieva.
The correct choice of young experts causes also that alongside with hard work of faculty on increase of own qualification, practically all employees with success have protected master's theses in Baku, Moscow, Kiev and other cities, the part from them has been awarded a scientific rank of the senior lecturer.
As it is possible to regard success and invitations to responsible state posts which young employees of faculty and have received adequately carrying out duties. So, the senior lecturer of faculty, to. ю. н. S.A.Mirzoev has been selected in structure of Committee of the USSR on the Constitutional supervision, and carried out the duties during since April of 1990 down to the end of 1991 year. At present it is the head of Device Milli Medzhlis of the Azerbaijan Republic. Alongside with it continues to cooperate with faculty, teaches magistry such disciplines as " Comparative jurisprudence " and " the Constitutional development of the Azerbaijan Republic ". C.l.s Sh.M.Aliev worked in a post of the senior lecturer on faculty, now is the chief of a department of the Legislation and legal examination in the Device of the President of the Azerbaijan Republic and continues scientifically-creative activity. Other member of faculty, c.l.s. D.М. Mamedov being the chief of a department in the Constitutional Court of the Azerbaijan Republic, continues to cooperate with faculty. Worked in a post of the senior lecturer of faculty d.l.s. G.Gusejnov, has received a rank of the professor, today heads a department of Device Milli Medzhlis, and teaches on faculty of international law BSU. Continuing scientific activity, cooperates with faculty in business of preparation of the scientific staff. E.Gadirov takes part in various projects of the international organizations directed on improvement of the national legislation. Employees of faculty R. Kazimov and F.Mirieva are appointed by judges in accordingly Narimanov and areas Azizbekov of city Baku. The teacher of faculty E.Guliev also is the lawyer-expert of the Central Selective Commission.
Increase of own scientific potential and preparation of highly skilled experts for the country always were the focus of attention since time of the basis of faculty. The faculty has turned to priority establishment for preparation of the scientific and practical staff of levels of a bachelor degree, a magistracy, postgraduate study and dissertanturies not only for Republic, but also for many foreign countries.
Employees of faculty, having begun with a post of the teacher, have reached a candidate's degree, and a rank of the senior teacher and the senior lecturer. Only for last five years six are protected candidate and one thesis for a doctor's degree, and corresponding scientific degrees are received. It is possible to tell, that all employees of faculty have a scientific degree (E.R.Gulieva's master's thesis after discussion on faculty is recommended to protection), and the some people (c.l.s. assist.prof. KH.D.Ismailov, c.l.s. assist.prof. E.G.Nabiev, c.l.s. asist. M.N.Samedov, c.l.s. As T.Z.Aliev) work above the thesis for a doctor's degree.
Prof. M.F.Melikova has begun scientific and pedagogical activity in 1952 year as the teacher of faculty " State law " AGU. From 1968 year and to this day is managing faculty of the Theory and history of the state and the right. In 1958 year in the Moscow State University of name М.В. Lomonosov has protected the master's thesis on a theme " M.F.Akhundova's Political sights ", and in I 1973-eat the thesis for a doctor's degree on a theme " Political and legal sights of the Azerbaijan educators in second half XIX beginning of XX centuries ", in 1974 has received an academic status of the professor, in 1989 it is selected by member-correspondent of the National Academy of sciences of Azerbaijan. The author more than 200 monographies, textbooks, manuals and scientific articles. Under its scientific management 2 doctor's and 25 master's theses are protected. Teaches the theory of the state and the right and comparative jurisprudence.
asist. E.G.Nabiev - works on faculty as the teacher from 1988 year. In 1990 year with success has protected the master's thesis on a theme " Efficiency of action criminally-rules of law establishing criminally-legal responsibility for stealing of a vehicle ", in 1999 year has received a rank of the senior lecturer. Teaches " History of the state and the right of foreign countries " and " History of the modern right ". 
Asis. prof KH.D.Ismailov works on faculty as the teacher from 1996 year, in 2003 has protected the master's thesis on a theme " Judicial system of Azerbaijan in XIX century ", has received a rank of the senior lecturer to 2006 year. Teaches " History of the state and the right of Azerbaijan ", " the State and the right of the Azerbaijan Democratic Republic ", " the Constitutional development of the Azerbaijan Republic ".
Asis. prof M.N.Samedov is accepted on a post of the senior teacher of faculty in 1994 year. In 2000 year has protected the master's thesis on a theme " Implementation the international rules of law within the limits of jurisdiction of the state " in the Belarus Republics. It is awarded degrees of the candidate of jurisprudence and Doctors of Philosophy. In 2008 year has received a rank of the senior lecturer. Teaches " History of the state and the right of foreign countries " and " the Legislation of the Azerbaijan Republic and international law ".
K.V.Talybova - with 1994 teacher, then the senior teacher and acting the senior lecturer of faculty. In 2007 year has protected the master's thesis on a theme " Institusion and right the mechanism of protection of human rights ". Teaches " the Theory of the state and the right ".
E.R.Guliev - the teacher of faculty from 2002 year, teaches " History of the state and the right of Azerbaijan ". Its master's thesis " Codification of the legislation of the Azerbaijan Republic " is recommended for a theme to protection.
T.Z.Aliev - the teacher of faculty since 2001 year. In 2000 year in the Belarus Republic has protected the master's thesis on a theme " Formation of legal system of the Azerbaijan Republic ". Has received degrees of the candidate of jurisprudence and Doctor of Philosophy. Teaches " History of the state and the right of foreign countries ".
F.A.Mirieva - the teacher of faculty since 2005 year. Works above the master's thesis. Teaches " the Theory of the state and the right ".
F.E.Seidov - the teacher of faculty since 2006 year. In 2008 year has protected the master's thesis on a theme " Legislative technics and improvement of the legislation of the Azerbaijan Republic ".
R.S.Kazymov - the teacher of faculty since 2006 year. Teaches " History of the state and the right of foreign countries ". It is recommended to protection of the master's thesis.
Since Zeinalova - works on faculty from 1999 year as the senior laboratorian, simultaneously teaches as the hourly worker. Teaches " History of political and legal doctrines " and " History of political and legal doctrines of Azerbaijan ". Has presented the master's thesis on a theme " Political and legal sights Dzhalil. Мamedguluzadeh " on faculty for discussion.
The faculty always paid special attention to a professional training in a magistracy, postgraduate study and dissertanture, as to the necessary basis for maintenance of a choice of experts, worthy ranks of teachers of the Baku State University. Considering applied character of the right, necessity of maintenance of communication of the theory and practice, the faculty has accepted in the numbers of such skilled lawyers-experts as S.Mirzoev, R.Kazymov, F.Mirieva, etc. it is connected, with desire to raise a level of teaching and to enrich knowledge of students.
