Was born in 1972, on June 15 in Qalaqayin villiage of the Sabirabad district.
1979-1989 - took education in the secondary school No. 2 after Yuriy Qaqarin.
1989-1994 – was a full-time student at the Law faculty of the Voronej State University (1989-1990) and Baku State University (1990-1994).
Married, having two children.
EDUCATION AND ACADEMIC DEGREES OBTAINED
1994 - graduated the Law faculty of the Voronej State University
2000 - took PhD academic degree at the law on “Implementation of international law in jurisdiction of state” in the Qrodno State University.
2005-2009 - associate professor of the Baku State University

1994-2009 - Lecturer in Law (“The history of the state and the law of foreign countries”, “The legislation of the Azerbaijan Republic and international law”) at the Department of the theory and history state and law of the Baku State University.
