Congratulation of the rector of the Baku State University, deputy Milli Medzhlisa, academic Abel Magerramov on 40 years anniversary of faculty of a faculty of law " Theories and histories of the state and the right ".

With the beginning of activity of the Baku State University, 90 years ago, the basis of higher education in Azerbaijan has been incorporated. Importance of this first center of the higher education which is carrying out preparation of the national staff in various spheres of a public life, is caused also by that it plays a role of a scientific institute-educational of people of Azerbaijan defining the future destiny, the basic directions of its education.
The Baku State University playing the important role in a political, legal life of the country, confirming is the present versatile activity is also a source and a point of a support for created after higher educational institutions.
The Baku State university which is being as marked, National leader Haydar Aliyev, "national treasure of Azerbaijan people " all these years was in constant development, strengthened material base, the experts prepared by it, working for education of Azerbaijan people in various areas of a science, economy and the industry, have brought the worthy contribution to versatile progress of our country.
During creation of the Baku State university from the stipulated four faculties (among them was also legal), only on two - history-philological and medical faculties reception of students has been carried out. Having generated the faculty from foreign scientists, despite of difficulties of an existing political situation, University already in it the period has achieved the certain achievements. From first days of existence highly having lifted a banner of formation, knowledge, a science the University has turned to the center of a civilization and culture. Being the trailblazer of national formation, the University has turned to the pioneer of a science, in a basis for preparation of highly skilled, talented scientists and experts.
The introduction of Azerbaijan on a way of the civilized, democratic state construction has opened huge opportunities for development of a science, improvement of educational system. Having turned to the center of world value for preparation of the scientific staff and specalist in various spheres of the public life, preparing talented scientists - researchers continues to be improved and develop in this direction. The Baku State University constantly aspires to that its structural divisions corresponded to the highest standards of a science and formation. That fact is conclusive, that the history of a science and formation is history of people, and the native land as that their continuous development is law is conclusive also. The certificate to that and a place allocated by history to such centers of a science and culture as University.
Democratic reforms of the state and the rights spent in our country, are based on new legislative base. Creation of the right state, formation of legal bases of the society, the new legislation demands education competent, "armed" by the corresponding knowledge, meeting modern requirements and capable adequately to be on guard of the law of experts. One of the centers of such staff carrying out preparation is faculty of law БГУ and one of leading faculties of faculty faculty of the Theory and history of the state and the right. Opening in 1928 year of a faculty of law became the important event in business of satisfaction of sharp necessity of the country in the legal staff. In short terms formation of structure of faculty has been carried out, have been taken measures for the organization of work of faculties and maintenance with their scientific staff. From the beginning of activity of faculty shortage of the national scientific staff was felt, for overcoming this problem have been accepted a number of measures, as a result in the subsequent the faculty has brought up a galaxy of visible Azerbaijan scientists. Among the faculties which have begun the activity as a result of opening of faculty, there was also a faculty of the Theory and history of the state and the right, however lack of the national scientific staff and weak scientific-material a-material resources have led to association of faculty with faculty of state law.
The faculty of the Theory and history of the state and the right, having begun independent activity from 1968 year, has passed for these 40 years a huge way of development. The numerous graduates presented in the state bodies of republic, in particular in bodies of justice and Office of Public Prosecutor, and today address for consultation to the teachers concerning the theory of the right. As well as other, scientifically-educational structures of University, faculty of the Theory and history of the state and the right has concentrated the activity in two directions - development of a science and improvement of educational process. The set of scientific researches lead by employees of faculty and in educational process speaks use of their results about purposefulness of faculty at achievement of tasks in view.
The faculty of the Theory and history of the state and the right unites in itself the fundamental subjects developing the major legal categories underlying branch subjects. Having chosen credo to serve for development of a domestic legal science, employees of faculty have united the efforts for development of the major problems is state-legal construction of sovereign Azerbaijan.
Ayr globalizations of the countries of the world, a science, formation demanding carrying out of titanic programs of development by Azerbaijan in all spheres of a public life puts forward new requirements to preparation of the young talented staff and development of a science. The social orientation of the organization of the civilized right, a lawful state defines also the new maintenance of jurisprudence. Had earlier abstract character and the jurisprudence torn off from social realities, differs today applied character. Before it problems of legal policy of the state cost.
We are assured that the faculty of the Theory and history of the state and the right, as well as other faculties of a faculty of law, will adequately cope the with the major for fatherland problems of the state importance and always will be in the forefront. And that employees of faculty, having estimated care of a management of republic, will unite the efforts in business of education and preparation of professional lawyers and always will highly hold a banner of a science.
