Was born on May, 1st in 1979 in a of Baku.
Per 1985 of Baku has gone to school № 17 areas Shaumyan. Has continued study at school № 1 area Nasimi.
In 1995 of Baku has left school № 1 area Nasimi
In 1995 has entered the university "Хазар". After II a rate it is translated MSSU.
In 2000-2001 was in military service.
In 2001году has acted in postgraduate study of the Russian Legal Academy of the Ministry of Justice of the Russian Federation.

Formation and scientific degrees
In 2000 has ended MSU.
In 2005 has protected the master's thesis on a theme " Becoming of the Vertical of authority in Russia - History - the legal analysis " and has received degrees of the candidate of jurisprudence
Since 2007 Legal maintenance information security works above the thesis for a doctor's degree on a theme " at construction informasion a society "
