SCIENTIFIC WORK
The faculty of the Baku State University, as well as in the Higher schools of the countries of the world, carries out the activity in two directions - development of a science, carrying out of scientific researches and, considering achievements in various branches of a science, the organization of formation.
The faculty of the theory and history of the state and the right also carries out the activity in these two directions, paying due attention to educational process, employees of faculty carry out the scientific researches meeting the requirements of social development and directed on the decision costing, on a way of this development of problems. Carrying out of this problem, the faculty considered following important factors:
- Communication of problems being object of research with a direction of the state development;
- Novelty of scientific research, its present;
- Applied character of research, observance of the practical importance;
- Scientific researches should serve the profound studying teaching subjects.
Choosing a theme of scientific research, employees of faculty considered these factors.
In first two decades of the existence, faculty alongside with the organization of educational process, carried out researches in two basic directions - to problems of the theory and history of the state and the right. Directions of scientific researches in the end 70-s' 80-s' XX of a century have increased and have made some blocks. Among them: development of the theory of the socialist state and the Soviet democracy, theoretical problems of development of the state and the right and scientific and technical progress, history of the state and the right of Azerbaijan, history of national political and legal doctrines, etc.
The faculty has organized the edition of results of scientific researches of the employees in four collections: " M.F.Akhundov and development of a politic-legal idea in Azerbaijan " (Publishing house AGU, Baku, 1983); " the Right and legal ideology " (Publishing house AGU, Baku, 1986); " the Right, legality and democracy " (Publishing house AGU, Baku, 1988); " the Policy and the right: history and the present " (Publishing house BGU, Baku, 1990).
The published works of employees of faculty in initial and the subsequent periods have been devoted to theoretical and historical problems of the state and the right of Azerbaijan. It is possible to specify works assist.prof. A.KH.Aliev " the Constitutional development Azerbaijan ССР " (Baku, 1976), " the Organic law of our Republic " (Baku, 1987) and work assist.prof. M.M.Altman " the Legal status of the population of Azerbaijan in XIX century " and others.
During intensive construction of a lawful state and legal reforms, employees of faculty have devoted set of scientific articles and brochures to problems of the state and the right of sovereign Azerbaijan. Among them it is necessary to note: " the Constitutional bases of the legislation of the Azerbaijan Republic ", " Legal reform in Azerbaijan and the Constitutional Court ", " Some aspects of the constitutional development of the Nakhichevan Autonomous republic " professors M.F.Melikova; " about some theoretical problems of the basis and development of local self-management ", " Local self-management: the legal nature and some aspects of the system approach " KH.D.Ismailov; " Court as the most effective means of protection of human rights " K.V.Talibov and " International-law Is international-legal bases of activity of the Constitutional Court of the Azerbaijan Republic " M.N.Samedova and others. Works of employees of faculty have been devoted to the most actual problems of time.
Studying of history of a politic-legal idea of Azerbaijan is one of the basic directions of scientific activity. This area is new and poorly studied as during Soviet time the basic attention was given studying of doctrines of foreign thinkers. It was necessary to restore historical validity and to prove that Azerbaijan has history of the philosophical and politic-legal idea. Representatives of the Azerbaijan political and legal idea take a worthy place among the greatest thinkers of the East and the West. The decision of a problem of such complexity demanded association of efforts of several researchers that demanded creation of school of researchers. Laborious work has begun. As the result, Faculty " Theories and histories of the state and the right " BSU creates a new direction of a legal science - domestic history of political and right sciences. This experience has been widespread to all the Soviet republics and has served as the reason of inclusion in the curriculum of many HIGH SCHOOLS of this new rate. This process was accompanied by creation of set of monographies, scientific articles, textbooks and dissertations.
Professor M.F.Melikova the dissertational researches (candidate and doctor's dissertations), monographies " M.F.Akhundova's Political sights " (Baku 1958), " History of political and legal doctrines of Azerbaijan in XIX-XX centuries " (Baku, 1972), " History of politic-legal theories (since the ancient period prior to the beginning XX centuries) " (in the co-authorship with c.l.s. assistant.prof. E.R.Bajramov) 1984-year and numerous scientific articles has put in pawn a basis of formation of national politic -legal ideology. In these researches, for the first time in a legal science having applied a problem method of research prof. M.F.Melikova investigated hitherto unknown politic -legal ideas of the Azerbaijan researchers.
In the subsequent studying of this problem have continued prof. M.F.Melikova and its pupils, a basis of their research were political and legal doctrines of great Azerbaijan thinkers. Recently in this direction following dissertations have been protected: " S.Agamalyoglu's Political and legal sights " (assist.prof. E.R.Bajramov), " Political and legal ideas Avesta " (S.Gambarov), " the Sociopolitical doctrine of Their-expert society Safa " (D.Gusejnov), " Political and legal sights of the Azerbaijan poets-thinkers in XII century " (D.Mamedov), " Political and legal sights Dzh. Mamedguluzadeh " (T.Zejnalova), except for it had been investigated political and legal ideas of thinkers of East countries, such as Ibn Xaldun and Al-farabi.
This, under the initiative and under direction of проф. M.F.Melikova in Azerbaijan has been created school of studying of history of a national political and right idea.
In parallel with it researches on problems of the theory and history of the state and the right were conducted, scientific articles and monographies were published. They basically are devoted to following themes: forecasting in the legislation of Azerbaijan (prof. M.F.Melikova), to the constitutional bases of protection of the rights and freedom of the person, the mechanism of their protection (c.l.s. K.V.Talybova), to improvement of the Azerbaijan legislation and a role of legislative technics in this improvement (F.E.Seidov), to sources of the right and features of legal systems of foreign countries (доц. E.G.Nabiev), kodificasia to work in modern Azerbaijan (E.R.Guliev), etc.
Employees of faculty did not stand aside of historical processes during is state-legal construction and intensive formation and development of the legislation of Azerbaijan. Professor M.F.Melikova was among composers of the Constitutional Law on the sovereignty of Azerbaijan from September, 23rd of 1989 year. Was a member of the Commission on drawing up of the Constitution of 1978 and 1995 years. Performed the important public work. Being a member of the Central Committee of Communist Party of Soviet Union and the delegate of XXVIII congress M.F.Melikova exposed агрессорскую a policy of Armenia, accepted active participation in work of the commission on the Karabakh problem, defended the sovereign rights and territorial integrity of Azerbaijan. проф. M.F.Melikova was a member of Executive Committee of Advice of Association of Political Sciences of the USSR, a member of scientific-methodical advice on legal sciences at the Ministry of Education of the USSR, the scientific secretary of scientific-methodical advice of the Ministry of Education of Azerbaijan. Alongside with it проф. M.F.Melikova was chairman of Commission of experts Vakа on economic, philosophical and legal sciences from the date of the basis down to 1998 year, chairman of coordination advice on problems of the right at НАН Azerbaijan. Was a member of scientific and advisory Advice at Republican Office of Public Prosecutor and similar advice of the Supreme Court of Republic, and many other things public organizations.
Employees of faculty constantly develop the scientific activity. Alongside with the edition of monographies, textbooks and scientific articles employees of faculty participated in many scientific conferences and symposiums, both in republic, and behind its limits, and became initiators and organizers of carrying out of similar actions.
prof. M.F.Melikova participated in many scientific conferences in republic and behind its limits (England, Scotland, the USA, Moscow, Tbilisi, Kiev), has organized in 1991 year the first symposium of lawyers Azerbaijan-America. There was a member of working group on the organization of scientifically-practical conferences " Azerbaijan on a threshold of XXI century ", a member of editorial advice and headed branch " Problem of the state construction " in 1997 and 1998 years. Actively participated in conferences and symposiums organized НАНА in 2004,2007, 2008, at all conferences and symposiums acted with numerous scientific reports.
Employees of faculty also participated in conferences lead in Germany, France, the USA (E.Gadirov) and Hungary (M. Samedov). Also the above-named teachers within the limits of programs on an exchange of experience have passed rates in England and Hungary. The senior lecturer of faculty KH.D. Ismailov took part in scientific seminars organized by the Russian Academy of sciences in 1999 and 2001 years.
The management of Republic concerned to faculty with attention and care, highly estimating its work. prof. M.F.Melikova in 1969 year has received a rank " the Deserved lawyer Azerbaijan ССР ", in 1976 year награждена an award " the Sign on honour ", in 2000 year an award of "Glory", in 1985 medal " the Veteran of Work ". It was repeatedly awarded with certificates of honour, among them certificates of honour of the Ministry of Education of the Azerbaijan Republic of 1994 and 1999 years, and the National Academy of sciences of Azerbaijan of 1999 and 2004 years.
In April of 2008 year in connection with 80-years the Faculty of law and long fruitful scientific and pedagogical activity managing faculty проф. M.F.Melikova was rewarding a breastplate of the Ministry of Education of the Azerbaijan Republic " For difference ", employees of faculty доц. E.G.Nabiev and assist. By KH.D.Ismailov are awarded the Certificate of honour of the Baku State University, c.l.s K.V.Talybova and since Zeynalova it is thanked officially.
