THE HISTORY OF DEPARTMENT

The faculty of criminal law in structure of legal branch of faculty of oriental studies has been created in 1927. After allocation in 1928 of a faculty of law as independence structures of the Azerbaijan State University (BSU), the faculty criminal law was among first four faculties of again created faculty of law. In 1968 year on the basis of faculty of criminal law the new independent faculty " Criminal and criminalistics " has been created. In 2007 year the name of faculty of criminal law has been specified, and now it carries out the activity as faculty of criminal law and criminalogy.

In creation of faculty in the first years of its activity active participation was accepted by scientists Moscow State University and the Saratov State University. The first behind faculty of criminal law of the Azerbaijan State University was well-known scientist-criminalist, the doctor of jurisprudence, professor N.N.Polyansky. In organization and work of faculty such known scientists as prof also took part. M.D.Durmanov and prof. A.R.Gyunter. During this period the curriculum has been made and according to it from the Moscow State University and the Saratov State University the educational literature has been delivered. From first years of existence of faculty alongside with educational-methodical work, employees of faculty it was carried out also research activities. In 1928-1928 in a legal series of section " The Bulletin of University " clauses devoted to various questions of criminal law have been published.
From the beginning of 50th years and up to the end of 70th years XX of a century over faculty of criminal law supervised for service the lawyer of Republic, the doctor of jurisprudence, professor V.P.Kagramanov, prof. V.P.Kagramanov posesses special merits in business of preparation scientific and pedagogical staffs, improvement of educational-methodical works, carrying out research activities in the field of criminal law, and also in preparation of criminal legislation Azerbaijan 1960.
During a management of faculty prof. V.P.Kagramanov for the first time in the Azerbaijan language had been prepared and published textbooks, educational and educational-methodical grants, comments criminal law. Prof. V.P.Kagramanov was the author of 5 monographies, textbooks and manuals, more than 60 scientific articles. Pedagogical and research activity of the doctor juridical sciences, professor V.P.Kagramanova has been highly estimated by the state and it has been awarded rank the deserved lawyer of republic, citizen by an award of the Red Labour Banner, and also member-correspondent
of the Academy of Sciences of Azerbaijan.
During a management of faculty of criminal law prof. V.P.Kagramanov was noticeably updated by the national staff and as a whole the scientific potential of faculty has grown. The first woman-Azerbaijan who protected the master's thesis on criminal law and has received a scientific degree of the candidate of jurisprudence in 1950th years, was Bilgeys Gashimzadeh which was also the leading expert of faculty of criminal law. In 1969-1979 on faculty of criminal law three doctors of jurisprudence (V.P.Kagramanov, I.P.Mamedov, T.M.Kafarov) and in a post of senior lecturers - five candidates of jurisprudence (M.Alieva, P.V.Danilbek, K.G.Sulejmanov, V.V.Rosipashvili, F.Y.Samandarov) worked in a post of professors.
Per 1978-1986 over faculty of criminal law the doctor of jurisprudence, I.P.Mamedov's professor which was the author more than 100 scientific works, including monographies, textbooks and manuals supervised. During a management of faculty prof. By I.P.Mamedov special warning it was given strengthening of discipline of training, carrying out of scientific seminars on faculty, wide to area of scientific researches on criminal law. During this period have been published on Azerbaijan language a number of manuals: "High treasons" (1961), " Crimes the socialist property " (1964), " Crimes against the person " (1972), etc., and also the Scientifically-practical comment to the Criminal code Azerbaijan SSR 1960 (1978). Besides monographic researches of candidates of jurisprudence of F.Y.Samandarova, T.E.Karaeva, R.A.Shamsizade ("Some questions Soviet criminalogy "," Frequency of crimes "," Scientific bases of qualification of crimes ", etc.) have been prepared and published. During this period employees of faculty of criminal law in the Azerbaijan and Russian languages had been published a plenty of the scientific articles devoted to various problems of criminal law.
Prof. I.P.Mamedov paid also the big attention to business of preparation of young scientists-criminalists from Vietnam and some Arabian states of the Near East.
In 1987-1995. Over faculty of criminal law the honored worker of a science, doctor of jurisprudence, professor T.M.Kafarov supervised. During a management of faculty prof. T.M.Kafarov showed special care in business of preparation of the young scientific staff. During this period of time the significant number of master's theses has been protected. Personally under direction of prof. T.M.Kafarova had been protected 4 doctor's and 15 master's theses in the field of criminal right.
The faculty of criminal law during this period supported close scientific communications with leading educational institutions of the USSR, especially with faculties of criminal law of the Moscow State University and the Leningrad State University.
During noted period by employees of faculty of criminal law have been published I following manuals and monographic researches: " Scientific bases of qualification crime " (T.E.Karaev, R.A.Shamsizade), " Problems of struggle against criminality in Azerbaijan Republic " (T.E.Karaev), " the Subjective party of crimes " (F.Y.Samandarov), " About a crime and punishment " (F.Y.Samandarov), etc.
From 1995 year on present time over faculty the doctor of jurisprudence, professor F.Y.Samandarov supervises. In connection with reorganization of educational process in higher educational manager, for baccalaureate and master to steps of training have been anew prepared also not one-is multiple new curriculums, methodical and manuals on criminal law and criminalogy are published.

In 1996 managing the faculty of criminal law BSU of F.Y.Samandarovym had been published mono-graphic research " Sense of justice and criminal juridic activities " which became the important event in a legal science. Prof. F.Y.Samandarov for the first time in the Azerbaijan language for a of a step of training has been prepared the textbook " Criminal law. The general part " which consequence has been repeatedly advanced and reducation (1999, 2002, 2007, 2009). F.Y.Samandarov also had been prepared and published manuals " Crimes against the person " (1998), "criminalogy. The general part " (2003). Textbooks on Azerbaijan sector "Criminal-executive law of Azerbaijan Republic. General part" (Baku 2007), "Criminal law of Azerbaijan Republic. General and Special parts" (Baku 2010) and "Criminal-executive law of Azerbaijan Republic. Special part" (Baku 2011), on Russian sector "Criminal-executive law" (Moscow 2010), "Criminal law" (Moscow 2009) for the first time in history of the jurisprudence of Azerbaijan were written and published by I.B.Agayev. Leading experts of faculty, senior lecturers R.I.Kuliev and M.N.Imanov, for the first time on the basis of the new criminal legislation have prepared and from afar in the Azerbaijan language the textbook " Criminal law. An especial part " (2004). Under the general edition prof. F.Y.Samandarova with participation of some employees of faculty (R.I.Kuliev, R.A.Shamsizade, M.N.Imanov, M.N.Bajramova) has been prepared and then the Comment to the Criminal code of the Azerbaijan Republic " (2001-2009) is repeatedly advanced and reducation". In 2005, I.B.Agayev wrote a monograph "Corpus delicti", which is a valuable contribution to the science of criminal law. Then in 2008 I.B.Agayev published this work in Moscow.

Besides employees of faculty under direction of F.Y.Samandarova have published a number of mono-graphic researches in the field of criminal law. Among them it is possible to note M.N.Imanly's monographies " Criminal law criminally-legal struggle against contraband " (1999), S.T.Samedov " Differentiation of the criminal liability for abduction of the person and capture of the hostage " (2006), K.O.Nazarov " the Problem of the special subject in criminal law " (1999, 2008), etc. Among the achievements of the department it should be allocated 3 monographs published by I.B.Agayev in Moscow: "Recidivism in the system of multiplicity of crimes" (2002), "The cumulation of crimes: concept, types and punishability" (2003) "The problem of repetition in criminal law" (2004). All for last years employees of faculty publish over 20 monographic researches.

On faculty of criminal law and criminalogy under direction of prof. F.Y.Samandarova has been lead significant work and in the field of preparation of the scientific staff. So, for last years seven teachers of faculty (K.O.Nazarova, I.B.Agaev, S.T.Samedova, N.N.Khudiev, D.M.Kuliev, A.G.Kerimli, S.N.Rzaeva) have protected the master's thesis, one - doctor's (M.N.Imanly), the thesis for a doctor's degree of one more teacher (I.B.Agaev) is discussed on faculty and sent in ВАК for reception of the sanction to public protection. Now a number of employees of faculty works above the thesis for a doctor's degree, and one above candidate (M.G.Gumbatov).
The department of criminal law and criminalogy regularly cooperates with defendlaw bodies, studies is investigatory-judiciary practice, analyzes the statistical reporting, and on the basis of the newest theoretical positions of criminal law makes offers in judicial and a legislature about perfection of the criminal legislation.
Now the faculty carries out a scientific management above more than 40 post-graduate students and dissertators, including arrived and from foreign countries. Teachers of faculty of criminal right and criminalogy annually supervise and prepare for protection for tens master dissertasy.
